[Rock-dev] CMake install configuration

Hey,

who uses the installation of configuration files into configuration/ so 
far?
I saw vizkit installing into config/ instead of the former 
configuration/ folder.
So we should agree on one! Out of lazyness I vote for configuration/ .

For now, I added the configuration/ installation to rock_standard_layout().

Btw.: I also added FindGem.cmake for finding local gems

# Usage:
# set(Gem_DEBUG TRUE)
# find_package(Gem COMPONENTS rice hoe)
# include_directories(${GEM_INCLUDE_DIRS})
# target_link_libraries(${GEM_LIBRARIES}
