[Rock-dev] Rock aims and goals ...

As we discussed, a statement about rock aims and goals is needed in 
rock-robotics.org ... I drafted "something", what I believe are the 
strong points of rock. It is there:

I also copied the internal package list, tagging and commenting on every 
packages: included/not included in the release, state of moving to 
gitorious.org and what needs to be done / why it is not included.
