[Rock-dev] autoproj does not pick up the right os dep

Just to have my curiosity fed, I tried a plain new install of rock and the
packages used previously into another directory.
[bootstrap, update & build]
That seems to have fixed the issue.

Another issue I encountered was ruby-hoe missing during the compilation of roby.
A quick manual install of the corresponding package fixed that.
That again may be related to the problem Alex reported earlier.
[I didn't try out the modified autoproj version from Sylvain.]
