[Rock-dev] [rock] #64: orogen/aggregator: does not add needs_configuration

This fix might actually break the build for buggy tasks.
As the fix adds needs_configuration by default now to
every task using the aggregator plugin, the constructor
of a task that was missing it will change. This will lead to
a build error.
