[Rock-dev] adding tools to standard layout

Hi,

I often have tools (c++) that are directly connected to a library, but 
are not necessary for it. In envire for example I put them into a tools/ 
directory, so that the src/ directory really only contains library 
files. I guess a bit like the c++ equivalent of a scripts/ folder.
What's your opinion on putting this into the guidelines?
