[Rock-dev] envire is not compiling with cgal 3.5.1-1

Hi,

some time ago envire was compatible to cgal 3.5.1-1 which is the
standard package for Ubuntu 10.04. Now a new cmake option USE_CGAL was
introduced for envire, I guess to workaround the problem that parts of
envire now dependents on a newer cgal version.

The problem with this workaround is that I cannot use envire + the
operation Projection on Ubuntu 10.04 anymore.

A solution for this would be to change the option USE_CGAL to
USE_CGAL_XXX and only exclude the parts which are dependent on the newer
version.

I would also suggest to not install the related headers because
otherwise external developer are confronted with undefined references.
