stoped and restarted

 If a logger is manually stopped and restarted it will overwrite the old
 log file
 if the property "file" was not set to a new file name.

 Possible solutions:
 - The logger should not start if the log file exists already
    - property for changing the behaviour
 - The old log file should be moved to a new location
 - The logic which is generating the log file name should be moved from
 ruby into the logger
