There was a bug in Roby's documentation re-generation that caused the 
user guide to not be generated anymore. I've fixed it, and hopefully the 
next build on the build server will publish it (it's currently running).

In the meantime, you can generate it locally. Go in the tools/roby 
folder in your rock installation and do (after having sourced the env.sh)

    gem install coderay rdoc webgen --no-rdoc --no-ri
    rake redocs

The generated documentation is in doc/html
