 After importing a new empty package_set, autoproj update-config complains
 that the package_set has no source.yml file.

 Adding this file to the package set repository still causes the same
 error.

 Actually, Autoproj checked out the package set in .remotes, but it is not
 visible in autoproj/remotes, and autoproj complains about source.yml with
 updating the package set from repository.
