Comment (by jama01):

 This would overwrite my settings for all packets.
 E.g. 'downgrade' Release to RelWithDebInfo and
 overwrite all packages, were I explicitly want
 debug.
 I am more aiming for a default build level that
 can be overwritten by the manifest, not vice versa.
