 Your issue is that you are trying to access the tags in the autobuild
 files.

 The tags from manifest.xml are not yet accessible since the packages might
 not even be imported yet, and -- anyway -- tags can be added/removed in
 the autobuild files themselves.

 Access tags in a post_import block (as overrides.rb does)
