There was a recent post relating a bug which causes this behaviour in 
autoproj, however you already called autoproj envsh it seems.
Can you check whether your RUBYLIB enviroment variable contains 
<your-src>/tools/orocos.rb/lib
Does the error remain after you do:
     amake tools/orocos.rb
     autoproj envsh
     source env.sh
