 The structure was as follows:

 The hbridge project has a property of type /hbridge/FullConfiguration that
 includes a /hbridge/Configuration type. /hbridge/Configuration is not
 exported.

 Another project created a property of type /hbridge/Configuration and no
 error was generated.
