[Rock-dev] A clarification about the stable/next update: only ONE developer changes stable

In the process of updating stable and next:

 * ONE person is responsible to synchronize stable from next. There
are not decisions to be made (unless some developer previously warned
that a package in next has grave bugs). The point of the updating of
stable is to make sure that next == stable.
 * all developpers are THEN responsible to push their packages to next.
