 There would be two ways to solve this:

 1. make the "package X is disabled because oroGen is not enabled" warning
 mention how to
    enable oroGen
 2. instead of generating an error when a package's dependency does not
 exist, simply exclude
    that package.

 less breakage when new packages get added)
    * '''Cons''': undefined dependencies would not break the build (i.e. we
 could end up with some dependencies that never get defined)
