 Does the package depend on base/types?

 Otherwise there is no initial dpendency, and envsh might not extended.

 Did you try to re-run autoproj envsh for regenerating. I had this issue
 sometimes whan an initial build failed on an early step. (witch might also
 be related to the fact that base/types is not builded).
