[Rock-dev] place for general_processing packages

Hi again,

as this discussion was only short and there have been no votes against a 
data_processing package set (see below), I'm planning to add the package 
set these days. I would put the type_to_vector stuff there, and at some 
point in time the transformer and aggregator packages.

Any comments, before I do so?
