for you:

base/ <- Non-rock specific base stuff but needed for several 
rock-installations?
tools/ <- rock specific stuff that is of course needed

And you would like to put e.G. minizip to the rock-specific stuff??
*confused*

for me:
base/ <- rock-base stuff that is needed by the most rock-installations
tools/ <- helper tools for the rock-installation but not needed by all 
installations (that's why for me orogen e.g. is wrong here)

We should define really the meaning of the rock-base-folders, with help 
of other rock-users/dev's ;)
