[Rock-dev] MarsActuator for JointState

Hi,

I would like to update the MarsActuator module to the new JointState types.
This would break any setups that rely on the old type.
Please let me now soon, if you would like me to keep some backward
compatibililty option, or if using the next branch would be enough.
