 if a package is listed in the layout and exclude_packages section at the
 same time the current  message is:

 XYZ is excluded from the build: XYZ is listed in the exclude_packages
 section of the manifest
 --> autoproj stops here even if called with -k option:

 this also affects packages which are automatically added to the excluded
 packages.

 example:
 drivers/orogen/camera_ids is excluded from the build: the uEye Linux SDK
 needed for camera_ids is not installed!. Install it manually: http://www
 .ids-imaging.de/drivers.php
