#302: autoproj complains about an excluded package that is in the layout through
a package_set

 rock.toolchain is included in the layout
 /gui is excluded

 autoproj gives the following error:

 rock.toolchain, which is selected in the layout, cannot be built:
 rock.toolchain is selected in the manifest or on the command line, but its
 dependency gui/vizkit is excluded from the build: gui/vizkit is listed in
 the exclude_packages section of the manifest
 }}}

 Is it a bug or new wanted behavior (worked before)?
