[Rock-dev] Disabling test suites by default

The (C++) package test suites are enabled by default. I was wondering if we
should not rather disable it by default, letting the developers enable them
on a per-package basis by setting -DROCK_TEST_ENABLED=ON

It would save quite a bit of hassle and compilation times (some test suites
really take long to compile)

Thoughts ?
