[Rock-dev] Ticket creation for anonymous disabled

Hey,
I now activated content blacklisting.
I tested it and it seems to work (or
I entered the captcha 10 times wrong...)
It can be modified via
http://rock.opendfki.de/wiki/BadContent
If we get new spam, just add the url there
and it should stop.
