[Rock-dev] Migration to github

It is so because we used base/orogen/std to export the metadata type
instead of creating yet another package.

The goal in our mind was that orogen_metadata was meant to become a fairly
core, standard, part of the rock infrastructure. I am happy to discuss this
if you think otherwise ...
