All packages are always available unless you use only_in_flavor xyz. The 
hole flavor thing is just for automatically installing them without 
explicitly selecting them in the autobuild/manifest.

They belong to no flavor and have to be manually selected in the 
autobuild/manifest of your installation if no other installed package 
depends on it. Therefore if you in doubt add your package always here.
