The MarsActuator (I know its deprecated too) uses the value range 
-PI...PI, so I expect it to be an angular position that might be summed 
up depending on the type of actuator.

We still use the Skid4Control and the Skid4Odometry which are relying on 
the actuator command/sample types.
When will these types be removed completely from rock?
