[Rock-dev] envire (libgdal-dev) and ros hydro mutually exclusive

Currently ros hydro cannot be installed alongside rock-modules that need
libgdal-dev on ubuntu < 14.04.

The package dependency gdal tries to install libgdal1-dev which needs
libdap-dev, which has a dependency to libcurl4-gnutls-dev. This
conflicts with certain ros-packages that have a dependency to
libcurl4-openssl-dev.

This conflict is fixed in ubuntu upstream (14.04) by depending now on a
virtual package.

Since there are no official backports of the fixed libdap-dev in ubuntu,
I have set up a ppa for that (right now there are backports for 13.04.
12.04 and 13.10 will follow, once I get compile time on their servers):

So if you are experiencing a osdeps dependency problem concerning
libgdal-dev and ros, considering using the backport.
