[Rock-dev] A small look ahead ... Ruby 1.9 is going to die.

Hi,

I found the issue: the autoproj_bootstrap script on rock-robotics.org 
hasn't been updated for some time because there were no successful 
builds since Oct 6, so the docs on the server haven't been updated, and 
also the autoproj_bootstrap script located there was an old version 
without ruby 2.1 osdeps.

I did the update of autoproj_bootstrap on rock-robotics.org   manually.
