[Rock-dev] New autoproj_bootstrap and Ubuntu 14.10

Hi Steffen,

Thank you for the reply. The real problem was that I had not installed the
autoconf package. So I ran sudo apt-get install autoconf.

I thought Rock would make the installation of the dependencies
automatically. There is a verification code inside autoproj_bootstrap and
autoconf is referenced, but it was not installed...
