[Rock-dev] Food for thoughts: for a better release

This is my *opinion* piece, meant as a basis for discussion in a much
better medium than email. Since people are pushing to change the
system (for very good reasons !), I do believe we should try to be as
close as possible to a good "new system". Changing how software is
managed and gets updated is a pretty critical thing.
