I definitely don't like the name "data" because it is meaningless. On 
the rest I agree.

One option that avoids merging with the syskit models folder would be:

for the robot models
<bundle_root>robot_name/model/ (e.g. asguard/*.smurf)
for the gazebo world / mars scenes
<bundle_root>simulation/scenes
