[Rock-dev] Policy on package creation in Rock organizations

Hey. A few weeks ago, Matthias asked whether we can create new
packages "freely" in rock organizations (e.g. rock-drivers,
rock-control, ...) even (1) if these packages are not declared in the
package sets and/or (2) even if they are not 'stable'. The argument
was to improve the visibility of (and collaboration on)
work-in-progress packages.

We said it should be discussed in the next rock-core video conf, but
it seems that it did not happen.

Maybe we can just vote here:

+1 (and I would personally encourage everyone to declare the
package(s) in the package sets)
