[Rock-dev] [RFC] RC announcement emails

In the process of thinking about the release, I had the impression
that it would be needed to warn the package maintainers about the
incoming release, and about how they could release their software
alongside Rock.

I've made automated that email generation. Interestingly, it also
allows to warn about packages that don't have a declared maintainer
and (through bounces) about packages whose maintainer cannot be
reached.

I'm looking for comments about (1) the overall process and (2) whether
the resulting email makes sense (and/or could be phrased better, I am
sure it could !)
