[Rock-dev] Handling of invalid packages

Hi dev's
I just figured out that not all packages were enabled on my RC build.

There is one non-comiling package left:

planning/openrave

i could not find a compiliing version of openrave, openrave uses 
depricated functions from OSG, no version is compiling.
openrave is removed_from default, therefore it does not get compiled before.
How we handle this?
Do we assume that packages that are removed are 'depricated' or 
'removed' from the -all build?

Question: keep as it is, or remove openrave from the the release at all?
