[Rock-dev] Testphase: irc-support

Hey User's and Dev's,
some users and devs have discussed yesterday another solution to interact.
We would provide a "oldscool" irc-chat.

There is no real topic besides "rock" in general.
The room should be open for questions, howtos and general discussions.

Room: #rock-robotics

Its not a official part of rock so far, we would like to evaluate if it
is useful or not.
But fot now, let's give it a try.
