No it should not. Autoproj manages its gemset because letting the user
do it systemwide is just too fragile. However, it *does* let the user
install gems through the OS packages (i.e. Ubuntu packages), because
it helps packaging.

When you say "system wide" here, do you mean in /var/lib/gems or as an
ubuntu package ?
