[Rock-dev] C++11 on by default yes/ no ?

My position: yes. But not for *everyone and by default*.

While we officially will stop supporting anything before 16.04, in
practice, there are always a lot of people using master packages on
older Ubuntu releases. That's why I personally prefer the
autoproj-based solution (see
https://github.com/rock-core/package_set/tree/default_cxx11_castxml
for a cleaner version of Janosch' PR). It would turn it on by default
on 16.04, and leave the choice to 14.10/15.04/15.10 users (because
14.04 cannot run castxml)

Currently testing it, that's why I did not create a new PR for it yet.
