[Rock-dev] Preparation for next release

Hey rock-developers and maintainers,

the last release has been a while and after discussion in the
local-workgroup we would like to target a new release for September 2016.
For the next month we will focus on verifying all packages from the
current 'master' in rock.core and rock package sets especially for
Ubuntu 16.04 (using cxx11).
That effort should give us a good starting point and this mail opens the
general discussion on the release.

I will send some further mails opening discussions for related issues,
however.
