[Rock-dev] autoproj_bootstrap out of date / non-functional

Hi,


seems that |http://www.rock-robotics.org/autoproj_bootstrap is not
working, when trying to follow the askbot rock installation process[1]:|

|The autoproj_bootstrap file
 http://www.rock-robotics.org/master/autoproj_bootstrap (master) is
working, though (Ubuntu 18.04).|

|I don't know if we can just update the link of autoproj_bootstrap to
master/autoproj_bootstrap, or if this will break things. Anyhow, the
current installation procedures from rock-robotics.org and our askbot
system are currently not working for current Ubuntu LTS.|
