[Rock-dev] Bundler 2.1 breaks gem detection (and maybe other things)

FYI, it seems that Bundler 2.1 breaks Gem detection (and therefore the
compilation of base/types with Ruby bindings), under some unspecified
conditions.

I'm looking into it, hopefully will get some fix out today.
