Hi,

yes that's right. I agree we should have included this documentation 
somewhere!

In addition, if it is needed for your language, you can define your own 
distinctive features (assuming you have knowledge of the phonology of 
your language). To do that, you simply list them in the "features" 
attribute of the top-level <allophones> tag; then, you can use them in 
describing vowels and consonants.
