[Rock-dev] build server problems

Hi

since last weekend we have serious trouble with our build server and 
most of the builds failed because of connection time-outs. I run some 
network benchmarking and it seems that around 1% of all connections to 
gitorious.org are not going through (maybe related to the update of the 
dns server to support ipv6).

I am not the right guy to solve these routing problems therefore I am 
automatically applying a patch to autoproj on our buildserver each time 
autoproj get installed. The patch simply prevents autoproj from falling 
back to http for all packages and limits the fallback to the current 
one. Further more it registers some more fallbacks which just retry to 
access the git again after 60 seconds of waiting.

This is a temporally workaround for our network problems but maybe we 
should make autoproj a bit smarter and not fallback to http for all 
packages if one git:// import failed.

To revert this change just reset rock_admin_tools on all jenkins nodes.
