[Rock-dev] Proposal: Changing rock-ros

rock-ros does currently two things:
 1. define the packages necessary for the Rock/ROS bridge
 2. automate the build of some ROS packages within a Rock project

I would like to move (1) to rock-core. For the current master, this is
one package (orogen_ros is unneeded). And it would make it easier to
not "forget" about it when doing releases or far-reaching changes.

(2) would end up as a package set in github, e.g.
   rock-core/ros-package_set
