[mary-users] manually weighting target costs

Hello all!

I would like to fine-tune the target cost weights manually.

Is there a rule like "The sum of all target cost weights should be X"?
In my enthusiasm I went over 20 with the target cost weights which wrecks up the 0.7 and 0.3 weighting between join costs and target costs :-)
