[Rock-dev] place for controllers

Hi,

has someone an idea where we can put controllers? At the moment there is
one PID controller in avalonTools and some in asguard/orogen but I think
these are not good place for them.

How about creating a new a new lib controllers and place it in the root
folder of the projects like slam, drivers, etc
/contollers/src/pid.cc
