[Rock-dev] skeletons are now checked out in base/templates

After a discussion I had with Alex, it turned out that always taking the 
skeletons from gitorious is not really smart: you can't create new 
packages when not connected to the web.

So, I updated the rock.base autoproj configuration to checkout the 
skeletons. It also sets the ROCK_TEMPLATES_PREFIX and _SUFFIX envvars to 
tell the scripts where to clone from. If you unset those vars, the 
scripts will go back to checking it out from gitorious.
