[Rock-dev] master/next/stable: note about the relationship with the orocos toolchain

My goal is to have the stable RTT, OCL and log4cpp from the orocos 
toolchain in next and stable

That way, we stop having small but significant differences between the two.

However, this will only be possible starting with RTT 2.4... So, for 
now, the next branch is our own branch ...
