[Rock-dev] Making the ruby part of gui/vizkit "optional"

For me it would make sense to separate both parts and handle vizkit c++
the same way we handle rock_widget_collection and move all ruby related
stuff into a new repository called "rock_viz" for example.

Thoughts?
