 Is this the situation after a clean bootstrap or possibly after switching
 between ruby versions for one bootstrap?!

 With autoproj update a 'ruby' script is installed into
 <dev>/install/bin/ruby which links to the selected ruby version during
 bootstrap, i.e. it might have the following content

 #! /bin/sh
 exec ruby1.8 "$@"

 Once you changed the ruby version in that script you will have to rebuild.
