[Rock-dev] Missing opencv header on Ubuntu 12.04

Hello,

when bootstraping rock on Ubuntu 12.04 LTS the header "opencv/cv.h" is
missing for some packages.

e.g.:
simulation/mars_graphics/src/gui_helper_functions.cpp:42:24:
schwerwiegender Fehler: opencv/cv.h: Datei oder Verzeichnis nicht gefunden

Should rock on Ubuntu 12.04 use the external/opencv headers or the
headers provided by the package repository? There is no "opencv/cv.h"
provided by any package in the repos.

Enabling opencv in rock/libs.autobuild does fix the problem temporary.
So maybe we could still install external/opencv on Ubuntu 12.04 for some
packages that depend on these headers.
